Case Studies

SEA 5000 Strategic Business Advice 

XKG is providing specialist Strategic Business Advice and support services to implement appropriate engagement/subcontracting of the supply chain for Project SEA5000 Ph1, including developing and drafting of contract documents, IP arrangements and procurement packs. This includes negotiating the required commercial arrangements with/for/around the supply chain and supporting subcontracts (e.g. BAE Systems Surface Ships). Advice covers assessing, treating, and reporting on the cost, risk and schedule impacts of the subcontracting activities on the supply chain to provide assurance and audit of ASC Shipbuilding supply chain activities, documents, processes and procedures.  This includes leading the Australian Industry Capability (AIC) team to provide an assurance role in delivering and contractual obligations and ensure the implementation of AIC enhanced contractual framework and Continuous Naval Shipbuilding strategies. XKG is also taking a mentorship role for APS and indigenous personnel.

 

LC3 SPO LAND 200 Phase 2 Commercial/Contract Manager

XKG lead contract management and procurement planning, completing for Land200-2 Tactical Communications Network (TCN) with a high level of contract formation and management proficiency. Whilst ensuring compliance with legislation, procurement policies, processes and procedures, XKG was responsible for providing key contract management advice and supporting and coordinating the development of contract changes for the significant TCN contract. 

Services Victoria Operational Agreement Rewrite

XKG provided commercial assistance to Services Victoria as they renewed their Operational Agreement. After conducting interview with the review project sponsor and project manager to determine concerns with the current Operating Agreement, XKG reviewed the current Operational Agreement processes identifying other areas for improvement. XKG then provided technical validation and held interviews with key stakeholders to draw conclusions on the direction of the revised Operational Agreement. Following the initial engagement XKG composed a draft Operational Agreement. The analytical insights, broad industry experience, and impartial advice was fundamental to the success and eventual delivery of the project.

Independent Review for Victoria Police’s  BlueConnect  Program 

XKG conducted an independent review into the Victoria Police BlueConnect program focusing on ICT service delivery, governance and value for money. This resulted in performance improvements and greater fidelity in program oversight. 

Australian Defence Subject-Matter Expertise to US-Based Global Defence Prime 

XKG supported a large US Defence provider’s bid process for a response to an ASDEFCON Support V3.1 approach to market. The team provided insight into Defence’s complex requirements and operated across three continents on a 24/7 basis to successfully deliver the response. 

Strategy Review of NSW Education Standards Authority (NESA)

XKG conducted an audit into the NESA ICT Governance Framework. This resulted in the delivery of a roadmap for IT Enterprise Architecture in alignment with the NSW Government ICT strategy. XKG provided the review in alignment with ISO:38500-Information Technology Governance.

Automatic Number Plate Recognition (ANPR) Strategy 2030 

XKG led the consultation and preparation of Victoria Police’s ANPR Strategy 2030. The strategy sought to identify opportunities within Victoria Police for the application of the ANPR technology to improving public safety. The strategy involved consulting with a range of stakeholders within and external to Victoria Police, including VicRoads, Department of Justice and the Victorian Centre for Data Insights within the Department of Premier and Cabinet. The outcome is a clear vision for the broad application of ANPR and what needs to be done to deliver for the people of Victoria. 

Government Payments Tender Response Support for Big Four Bank 

XKG was instrumental in the preparation of a successful response to a tender for payments cards, platforms and data services. The complex response included a sophisticated FinTech platform, enabling real-time product management and reporting. 

Specialist ASDEFCON Support to Local and International Primes 

XKG provides procurement support to primes across Scheduling and Contract Work Breakdown Structure, Integrated Logistics Support, Engineering, Information Systems and other technical functions. These advisory services are built upon years of ASDEFCON experience and operate from pre-tender release through Offer Definition and Improvement Activities and Introduction Into Service. XKG has supported primes from New Zealand, Japan, Israel, South Korea, the United States of America, and the United Arab Emirates in their pursuit of opportunities in the Australian Defence market. 

Market Opportunity Support for Major Defence Primes and Suppliers 

XKG provided strategic advisory and commercial support to several large Australian and international organisations whose services and products are relevant to the Australian defence and government sectors. Support included pre-tender market scan, opportunity identification, gating, pursuit and shaping advice, proposal writing, risk mitigation support and implementation. XKG is geared to support organisations surge with additional resources to support the bid process, or lead the process on behalf of clients. 

  

Acquisition and Contract Management for MRH90 Full-Flight Mission Simulator (FFMS)

XKG is responsible for the project management, acquisition, through life support, major upgrades and obsolescence treatment for the MRH90 FFMS. This includes management of major contracts as a CoA contract representative undertaking all aspects of contract management in support of the MRH90 FFMS and associated systems. XKG also uses its experience as a Training Systems SME assist in the ongoing development and management of the associated Product Management Plans.

JP9711 Core Simulation Capability Tender Evaluation Working Group 

XKG provided Cross-Functional TEWG leadership, supporting the Commonwealth in an above the line capacity to establish the CSimC capability sought by Defence. This is to realise an available, on demand, integrated and distributed managed simulation service, including enhancement and sustainment services, which underpin ADF single-service, combined, joint and coalition simulation- enabled collective training.
